Under roughly $5,000, hire a good freelancer. Between $5,000 and $15,000 it depends more on your appetite for project management than on the money. Above that, or when the site has to keep working for years without you maintaining it, an agency is usually the safer buy. Budget and continuity decide this, not quality.
When a freelancer is the better call
This is genuinely common, and we would rather say so than take a project that was never a fit. If your situation is on this list, a freelancer will serve you better and cost you less.
- Your budget is under about $5,000. Agency overhead is real, and below that number you are paying for coordination you do not need
- The scope is one well-defined piece, like a landing page or a specific redesign of a few templates
- You can project-manage it yourself and enjoy doing so
- You already know exactly what you want, down to structure and copy
- You are pre-revenue and validating an idea. Spend the money on finding out whether the business works
Where an agency earns the difference
The honest case for an agency is not that the design is better. Good freelancers produce excellent design. It is that an agency absorbs the parts of the project you would otherwise carry, and is still there in eighteen months.
- Continuity. A freelancer can take a full-time job, and often should. The site still has to work afterwards
- Range without hiring several people. Strategy, design, build, tracking and search rarely live in one freelancer
- Someone else owns the plan, rather than you assembling specialists and hoping they agree
- Accountability that survives. There is a company to call when something breaks a year later
The question that actually decides it
Not "which is better", but "who is holding this in twelve months?" If the answer is you, and you want that, hire a freelancer and enjoy the control. If the answer is nobody, that is the gap an agency fills. Most regret in this category comes from buying the cheaper option and then discovering nobody owns the outcome.

Is a freelancer cheaper?+
Usually yes, per hour and in total. That is a real advantage and worth taking when the scope is contained. The cost tends to show up later, in the maintenance and continuity nobody priced.
Can a freelancer do SEO and AI visibility too?+
Some can, though it is a different discipline from design and few people are strong at both. If you hire a designer and expect search performance, be explicit about it up front rather than assuming it is included.
What do you charge?+
Builds run $3,500 for five pages up to $12,000 for twenty or more, published rather than quoted on a call. A six page build with care is about $8,600 in your first year. If that is well beyond your budget, a freelancer is the better answer and we will say so on the call.
How do I judge either one?+
Ask for work in your category, ask what happens after launch, and ask who owns the site and domain at the end. The last question separates most of the field, freelancers and agencies alike.
